Clear  road blockade: NMWC

ITANAGAR, Aug 11: The Nirjuli Market Welfare Committee (NMWC) has appealed to the  PWD to make all efforts to clear the road blockade at several places on NH 52 A, particularly in Nirjuli area.

The Committee in a release today said the commuters are facing lot of inconvenience at Bage Tinali opposite Sango Motors Servicing Centre due to landslide and debris which is not yet cleared by the concerned department after the heavy downpour on August 5. Even the said servicing centre had to close its establishment as the traffic diverted their route through the vearandah of the centre due to road blockade, the Committee claimed.

Moreover, the road near Police outpost, Nirjuli is also lying in pathetic condition causing great harassment to the commuters, the Committee said and appealed  to the department to make the NH fit for vehicular movement. All Capital Complex Un-employed Union (ACCUU) highlighting the pathetic condition of road after August 5 nature’s fury,  said that the people of far-flung and remote area of Capital Complex have also been badly affected by the  road blockade caused by heavy downpour.  The union also appealed to the  PHED to  take all steps for smooth supply of drinking water to  people.

 

Catholic community prays for Sonia

Itanagar, Aug 11: The catholic community of Itanagar offered mass and prayers at St. Mary’s Catholic Church for the speedy recovery of United Progressive Alliance Chairperson Sonia Gandhi who is undergoing treatment in United States.

Fr. Tom Kartik, the Parish Priest while officiating at the mass said, “We unite ourselves as children of God’s family and pray to our heavenly father for good health of Madam Sonia Gandhi.”

“Sickness and suffering are ways by which God brings us together and make us aware of the providence of God for which we need to be constantly thankful,” he added.

The Parish Council secretary Taw Tabin said, we want to assure Madam Sonia Gandhi that we are with her in this moment of suffering. We pray that God may extend His healing touch upon her and that she may continue to work for the welfare of the country.

Parish Joint Secretary Michi Challo, Gohpur Auxilium health centre in-charge Sr. Elizabeth and a good number of believers were present in the prayer meet.

 

Farmers’ orientation camp

ITANAGAR, Aug 11: Rural Development Society (RDS) conducted an orientation camp for the farmers of Barapani Farmers Club and Barapani Women Farmers Club at Naharlagun yesterday.

The farmers were advised to take up horti-agri activities with more sincerity for higher production by the representatives of NABARD, United Bank and Arunachal Pradesh Rural Bank present on the occasion. The farmers were also advised to practise sustainable animal husbandry for economic benefit.

 

Volleyball tourney

ITANAGAR, Aug 11: The volleyball tournament organized by Yupia Township Staff Welfare Committee  to mark the Independence Day celebration began at Yupia yesterday.

The tournament was inaugurated by Manjit Singh, Assistant Commandant Officer 31st BN ITBP, Yupia Head Quarter  as a chief guest. He encouraged all the participating teams and organizing committee to maintain rule and regulation and play the game with true sportsman spirit.

The sports goods/items needed for the tournament were provided by the ITBP force while a JCB to clear the volleyball court was provided by the managing director of NH52A SRK Company.

The opening match played was played between Staff Yupia Town VS Hostalam Village in which the former defeated the latter to win full point.

In another match, Tarajuli defeated Nyorchi Village and earned full point.

The Final Match will be play on August 15.

 

Kranti Diwas observed

Seppa, Aug 11: Kranti Diwas was by various schools and college at Seppa in befitting manner by organizing various programmes.

Remembering the great souls of Quit India Movement of 1942, Kranti Diwas was observed in Govt. Hr. Sec. School, Seppa on August 9.

Principal H. Loyi highlighted the significance of the day memorizing the freedom fighters, who laid down their lives for freedom.

Teachers and few students also expressed their views and paid tribute to known and unknown national freedom fighters.

Kranti Diwas is observed in honour and memory of those who took part in Quit India Movement, 1942.

‘Improve power supply’

ITANAGAR, Aug 11: Prem Nagar Colony Welfare Committee, Naharlagun said that residents of the Prem Nagar colony are facing acute power shortage due to non installation of heavy transformer in the area. Further due this electricity problem and lack of street light many cases of snatching and other pity crimes have been reported from the colony.

It appealed to the concerned department to look into the mater seriously to avert such incidents.

ITANAGAR, Aug 11: All Tagin Students’ Union in a letter to general manager, State Bank of India, Itanagar appealed for installation of another ATM booth at Daporijo marker area. It also urged the concerned authority to look into the frequent failure of lone ATM booth of Daporijo.

 

Medical camp conducted

ITANAGAR, Aug 11:  A team of Donyi-Polo Sports and Cultural Centre, Basar, an undertaking of Arunachal Vikash Parishad (AVP) organized a mass medical camp at Sago Village, about 26 km from Basar ADC Hqs recently.

Over 65 patients suffering from various diseases were treated and medicines were provided to them..

The programme was conducted and executed by Gomar Riba, president and Marken Doke, vice president  AVP Lower Siang, Basar block.

The ASM, Panchayat leader, HGB, GB and youth of Sago were highly appreciative of the team for conducting the health camp.

Another same type of medical camp was also at Liromoba Community Hall recently by Donyi-Polo Sports Centre, Liromoba.

Many patients were treated in the camp and medicines were provided to the patients free of cost.

The camp was also appreciated by the panchayat leaders, HGB, GB and youth of the area.

DM bans unauthorized land dev. at Aalo

Aalo, Aug 11 : The West Siang District Magistrate Amjad Tak has banned all types of illegal land development, including earth cutting, building construction, fencing etc. on Government land within Aalo township by any individual or Govt. departments. Those who have been given allotment also must obtain no objection certificate (NOC) from the competent authority to carry out such works.

The private and govt. bulldozer/JCV/excavators used for all illegal land development activities would be seized. Police are also given necessary direction to act under relevant provisions of law. DIPRO

Development on right track

Dear Editor,

This is apropos the letter written by Techi Tullo, Sagalee block NCP president in your esteemed daily on August 11.

To have a proper town planning for Sagalee township, first of all we urge upon the writer of the letter who engaged himself in negative thinking about the development process being taken up by dynamic leader  and PWD and UD minister Nabam Tuki to think in positive way.

Regarding the blockage of road communication due to heavy rainfall on August 5, we would like to mentioned here that that  eight to  ten numbers of machineries have already been deployed and  engaged at the blockade site for immediate restoration of road link. Most of the road communications in the state are through hilly region. As the roads are meandering through hilly region, road communication gets disrupted during monsoon due to landslide followed by heavy rain. Therefore, the concerned minister can not be held responsible for the damages caused by nature.

For the reported poor civic amenities, the concerned MLA/Minister is not responsible, rather the citizen should maintain and create civic sense.

We would also like inform that all the subject teacher posts for every stream in Govt. Sec. School, Sagalee have already been sanctioned and the concern department is conducting interview in this regard. With the good efforts made by Minister Nabam Tuki, all the schools under Sagalee constituency are running with full facilities.  So the allegation leveled by Techi Tullo is baseless and condemnable.

The Sagalee town has been taken up as urban township for which infrastructure development activities have already been taken up rapidly as per the specified norms. Instead of appreciating  the minister for bringing development at the area such a tiny and baseless comments are  regrettable.

Developments are visible everywhere

Dear Editor,

Apropos  the  letter “We are yet to see development” written by Techi Tullo, NCP Sagalee Block Unit President alleging Nabam Tuki, Minister, PWD and UD as well as President of Arunachal Pradesh Congress Committee of not concentrating more in developmental works. It is evident from the whole letter written by the writer which seems to be politically motivated and an attempt to tarnish the image of Nabam Tuki who is serving relentlessly for all round development of downtrodden people of Sagalee Assembly Constituency for last 20 years.

From my outmost knowledge, I believe Techi Tullo is innocent and blind, it seems that whole para of wild allegation against our beloved leader is instigated and written by some third person who is black sheep of our society and never participated in developmental activities of Sagalee.

It is fact that we voted Nabam Tuki as our representative from 15th Sagalee Assembly Constituency for the 4th consecutive terms because of his dedication, sincerity and yeoman service to the poor and down- trodden people of our constituency without discrimination, caste, colour and area, by upholding the constitution of India. Many roads, bridges, schools, employment opportunity, administrative circle and so on have been achieved in our assembly constituency which cannot be forgotten in a forth night.

When we look back to development of state under his stewardship as APCC president and as Minister PWD and UD, we find that many centrally sponsored schemes such as State Civil Secretariat, Assembly House, Trans Arunachal Highway, N.F Railway Greenfield Airport, SPA fund, JNNURM scheme  etc are going on under the UD ministry. UD was fully created separately, before that there was DUDA which was only an agency.

In regard to road blockage between Doimukh to Sagalee and Capital Complex it is because of heavy rainfall which is the act of nature, deforestation and illegal earth cutting i.e. human error. Therefore, for such act of nature,  only one person should not be blamed, because PWD and UD Minister is also human like us.

From the above fact and circumstances, I ask the writer to beg public apology to the people of 15th Sagalee Assembly Constituency for defaming our beloved leader and misguiding common and innocent people of our state and discouraging developmental activities. Also urge the District Administration to take suo moto action against the writer for misusing freedom of press.

WHO warns against leprosy

 

Leprosy, an ancient disease which causes lesions on the skin and attacks nerves in the hands and feet, resulting in disability, was declared officially eliminated in India in 2005 according to WHO guidelines on prevalence rates.

The WHO allows governments to declare that leprosy is no longer a public health risk if the prevalence rate falls below one case per 10,000 people.

Six years after leprosy was declared officially eliminated in India, officials and doctors are warning that the disfiguring disease is spreading in poverty-stricken pockets of India.

According to WHO nearly a third of India's districts needed urgent attention to address the spread of new infections.

There are about 209 out of 640 districts where the number of new cases exceeds the WHO target of less than 10 new cases per 100,000.

With 120,000 cases per year, India is the biggest contributor to global leprosy burden. Though eliminated officially, the disease continues to spread as the government no longer recognises it as a public health risk.

Hardcore ULFA cadre surrenders

Jairampur, Aug 11: Within the gap of 37 days, the 18th Assam Rifles under Dah division with their vigilant and humanitarian approach added another colourful feather on their cap by effecting surrender of a hardcore ULFA Sergeant Arup Chetia alias Junmoni Gogoi along with arms.

Earlier on July 3, four NSCN (IM) cadres surrendered with large number of arms before this battalion which included two 7.72 self loading rifles looted by militants from security forces. Meanwhile fruition of 18 AR intelligence team’s month long persuasion came in the form of dreaded ULFA sergeant Arup Chetia surrendering with AK 81 assault rifle, two magazines and 60 rounds of ammunitions. Gogoi, a resident of Moran village under Dibrugarh district along with his team was on a mission to cripple normal life in the area.

 “The sinister plan of anti-social elements to create problems in the twin districts of Tirap and Changlang will never be allowed to succeed. Also this surrender is indicative of the change in perception within outfit leadership,   who are fed up with hard realities of insurgency and wanting to join mainstream,” stated  Col Sandip Chouhdary, commandant 18 AR while lauding Gogoi for shunning path of violence.

 

United efforts needed to solve problems of people: AAPSU

ITANAGAR, Aug 11: The All Arunachal Pradesh Students Union (AAPSU) has expressed pained at the unfortunate turn of events taking place in the state.  In a press release issued this evening, AAPSU called for united effort from every politician to solve burning problems of Arunachal.

“When whole state is reeling under multifaceted problems, most of the legislatures are camping outside state and shying away from their responsibility.  AAPSU strongly condemns such legislature who fails to live upto their responsibility when their people need them the most,” stated AAPSU.

 Arunachal, especially the Capital Complex, is reeling under acute problems in all fronts for the past many months but the stoic silence of these Ministers and MLAs are putting the innocent people into complete mess.  

“Furthermore, the all important State Planning Board (SPB) meeting has not been done yet in the state. SPB meeting is an integral part of the developmental process but unfortunately our state, known for its sluggishness, is yet to conduct one. In absence of this SPB meeting, the stipends of all the students are yet to be released due to which the poor students are suffering a lot.  

Further AAPSU appealed to the State Government to initiate SPB meeting at the earliest so that the development process is not halt and the students gets their stipends in due time. AAPSU also called on politicians to refrain from political bickering and to concentrate more on solving the crisis which has engulfed the common public of the state like road blockage, power failure, landslide, proper water supply.

AAPSU strongly called on all legislatures to be united and work for the common interest of Arunachal Pradesh.

 

DC seeks cooperation of PR leaders for proper implementation of PYKKA scheme

SEPPA, Aug 11: East Kameng deputy commissioner Tope Bam urged all the PR members to extend full co-operation in implementing the Centre’s ambitious Panchayat Yuva Krira Aur Khel Abhiyaan (PYKKA) scheme in the district.

Addressing a meeting of the PYKKA’s district level executive committee here today, the DC, who is also the chairperson of the committee, asked the implementing agency to strictly monitor the ongoing schemes besides maintaining transparency while implementing the schemes which aims to promote and develop games and sports in grassroots level.

Zilla Pariashat chairperson-cum-vice chairperson of the DLEC of PYKKA Sipi Bagang opined that all schemes and matter related to Panchayat should be made available to PR members by all the implementing agency for smooth implementation and transparency. He also appealed to all the PR members to cooperate for successful implementation of the scheme.

Meanwhile, the  PR leaders opined that the financial assistance under one time capital grant, annual acquisition grant, annual operational grant and Kridashree (trainer) honorarium were very low.

It observed that developing a standard playground as per specification in such a hilly places like ours with such meagre amount is impossible. Further, sustaining livelihood with the meagre amount of Rs 500 offered to Kridashree as honorarium is not only difficult but also impossible, the meeting opined and appealed to the Sports & Youth Affairs Department to take up the matter with the central ministry.

Earlier, the District Sports Officer-cum-Member Secretary, Karbia Dodum informed that the funds for one time seed capital grant, annual acquisition grant and annual competition grant for the year 2009-10 were released by the Mission Director, PYKKA, Govt. of Arunachal Pradesh.

He hoped that the district would be able to produce talented sportsperson, especially rural youths, in couple of years. And for this, the responsibility should not only be vested upon the government rather the responsibility for the common cause should be prime duty of every citizens of the district, the DSO said.

The meeting was convened by the District Level Executive Committee, Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA), East Kameng District for implementation of the scheme for the year 2009-10 in which ZP Chairperson, Admn. Officer, BDOs, Anchal Chairperson and concern Anchal Samiti Members/GP chairpersons of Sawa, Pipu & Gyawe Purang Block Panchayats attended. DIPRO

 

Press more men and machines into service’

ITANAGAR, Aug 11: While appreciating the PWD for taking up road restoration work on Doimukh-Sagalee road, the Sagalee block ASM chairperson Nabam Yakum has appealed to the concerned department to deploy more men and machineries for early clearance of road.   Eight number of JCB which have been pressed into service for clearance of road blockade are not adequate as the  severity of damages in between Kheel to 5 mile stretch of the road is  worst than the  road damages  caused during 2008,  Yukum said.

The Panchayat leader also appealed the administration  to arrange air sortie for supply of ration item and medicine  till normalcy restored. Moreover, Yakum also decided to approach the state Govt for adequate fund for restoration of Doimukh-Sagalee road which is the life line of entire Sagalee sub-division. Meanwhile,   ASM chairperson decided to conduct social service at block point on Doimukh-Sagalee road on August 12.   Yakum also appealed to all not to level baseless allegation against own leader and requested the panchayat members and Sagalee people leaving in Capital to participate in the social service.

 

NEHMCH urged to recruit experienced & adequate lecturers

ITANAGAR, Aug 11:  There are no experienced and required lecturers in the North East Homeopathic Medical College and Hospital(NEHMCH) Itanagar. The college is run by only three regular lecturers and has no any MBBS doctor for elite subject, said  Arunachal Pradesh College Forum in a release today.

After six-hour 2nd round table marathon discussion with the college authority in presence of college students, a  team of student leaders from AAPSU, APCF and APPDSU  found that the  college authority did not follow the  Central Council of Homeopathy (CCH) guidelines, the Forum said.  Minimum experience of lecturer must be four years and surgery lecturer should have minimum eight years experienced in the field of surgery, but the concerned authority did not make any advertisement for  recruitement of experienced and required lecturers as per CCH guidelines, the Forum added.

The Forum further said that the only three regular lecturers run the college while CCH guidelines prescribed for minimum of 43 teaching staff.  Moreover, Forum said, the students who are getting admission in the college through Arunachal Pradesh Joint Entrance Examination are also deprived of basic opportunity compared to APJEE students studying in other states. Despite grant and aid received by the college authority for last three years, the authorities did not make any provision for concession of fee for the needy and poor students, the Forum said and criticized the college authority for charging exorbitant admission fee amounting to Rs 74,000.  The College authority does not fix the semester-wise examination date and  also does not bear up the guest lecturers’ lump sum fee, the Forum alleged  and highlighted the poor infrastructure of the college.

The joint committee of the Student leaders urged the college authority to look into the matter within August 30.

Meanwhile, the Forum demanded the authorities of Hill College of Teachers Education, Naharlagun to reduce its fee structure for B Ed course for the benefit of poor students.

Meanwhile, North East Homoeopathic Medical College Students’ Welfare Association lauded the team of the student leaders for visiting the college  to look into the  problems being faced by the college and its students. The Association assured to extend all possible help to the team.

 

In-service teachers training at Palin

ITANAGAR, Aug 11: A ten days in-service teacher training programme for SSA teachers of Palin-Yangte block began at BRC hall, Palin on August 8 last. Altogether 112 teachers from various schools of Palin-Yangte block are attending the programme.

Wide range of topics including basic mathematical concept, teaching techniques, approach to English and Hindi language teaching, Science and Social Science teaching, school based CCE in middle school level, RTE, multilingual education, educational quality and ADEPTS and lesson planning are being taken up during the programme conducted by SSA Block Mission.

In his inaugural address, CO Palin Rido Tarak urged the teaching community take to up the training seriously to build up their professional skills. He also stressed on effective education system to fulfill national mission of education for all in the years to come.  Various methodologies of teaching and learning can not be successful without participation of teachers in the training programme from time to time, the CO said.

The guest of honour, Khyoda Tagum, ADEO, Palin-Yangte Block called upon the teaching fraternity to be sincere and loyal to their duties for all development of the children.

The aim and objective of the training was highlighted by district co-ordinator (pedagogy) Toku Tachung. Welcome address was delivered by Tassar Bapu, BRCC-cum-programme coridinator of Palin-Yangte block.

 

Health awareness and mass vaccination -- only mantra to prevent Japanese Encephalitis

With the reported detection of highly fatal first Japanese encephalitis case at Aalo in West Siang district, Dr Ijum Ado, MD Paediatrics, who is also a native of Aalo shares his knowledge and views about the disease, its treatment and preventive measures with media.

Case scenario: Banu Padu, 11, a Vllth standard student of R K M School, Aalo complained of  high grade fever, headache for 2 days followed by altered Sensorium, inappropriate behaviour and multiple episodes of generalized tonic clonic seizure. PS-MP test/Malaria Antigen Test/CT Scan and GSF Study did not yield any diagnosis. On further referral to Dispur hospital, it was found that CSFELISA for Japanese encephalitis virus was positive (+ive).

The patient is under going treatment in Dispur Hospital ICU for last 28 days in a semiconscious  condition with persistent high grade fever.

Cause of disease: Japanese encephalitis is caused by "JE" virus and transmitted by mosquito bite (Culex species). Amplifier is pig virus undergoes rapid multiplication in pig. Human acquires the virus via infected mosquito bite.

Vulnerable age group: Mostly children between the age group of 1 to 15 years and  most adults acquires immunity to the disease.

Clinical features: Initially presents with fever, headache, joint pain  followed by alteration insensorium, behavior disorder and motor disability. Mortality ranges between 10 to 70 per cent with several complications in survivals like epilepsy, mental retardation, speech problems, movement disorders and paralysis.

Treatment:Currently no effective treatment is available against "JE" virus. ICU care with mechanical ventilation, proper management of raised intracranial pressure, anti-cerebral edema measures and seizure control at early stages minimizes the brain damage.

Prevention: Highly effective vaccine given in 2-3 doses is available. Mosquito control is essential to contain spread of disease, besides locating piggeries away from the household and slaughtering of infected pigs.

To summarize, Japanese encephalitis a highly fatal disease with no effective treatment and in our scenario, no proper ICU facility, it  can only be controlled by mass vaccination, health education, awareness and mosquito control.

Lastly, with the ongoing epidemic in Assam early and active intervention by health department is essential to contain the beginning of JE Epidemic in Arunachal Pradesh. (Mr Ado is an MD Paediatrocs, AIIMS, New Delhi)

 

Youth Force and International Youth Day

ITANAGAR, Aug 11: Anywhere in the world young people constitute a large force. In India, those between the age of 15 to 35 form more than 50 percent of the total population which comprises students, employees, workers, farmers and persons from various professions. They are energetic, enthusiastic and full of zeal. Unfortunately a large number of them are without any direction. It is dangerous to allow them to remain idle, as it would increase their frustration. It is a great national wastage if these energetic hands and brains are not engaged meaningfully. No country can afford such wastage.

In terms of HIV/AIDS epidemic, youth remains vulnerable largely because of physical, psychological, and social attributes of adolescence. Adolescents often are not able to comprehend fully the extent of their exposure to risk. Societies often compound young people's risk by making it difficult for them to learn about HIV/AIDS and reproductive health. Moreover, many youth are socially inexperienced and dependent on others. Peer pressures easily influence them--often in ways that can increase their risk.

What needed is that they should be taken into confidence and given a direction—some constructive work in terms of generating awareness and life skill development. The massive manpower in form of youth can do wonders provided its enthusiasm is harnessed for development work and awareness generation.

It is in this direction that U N Assembly on 17th December 1999 declared 12th of August as International Youth Day. This day is observed all over the world every year to draw attention of the Government, Non Governmental Organizations and any general body in youth related issues worldwide which is expressed by conducting seminars, workshops, sports and cultural events, concerts and meetings.

The theme for this year’s International Youth Day is “Youth should be given a chance to take an active part in the decision-making of local, national and global levels." It focuses on empowering youth in decision making.

In Arunachal Pradesh, Arunachal Pradesh State Aids Control Society (APSACS) in collaboration with National Service Scheme (NSS) and NGO partners is observing the day through various activities like skit play, drama, dance and songs to generate awareness on HIV/AIDS, Sports event & Literary Competition on HIV/AIDS for School students throughout the state.

A cricket tournament would be organized by APSACS at Itanagar in which four teams viz DN College XI., NERIST XI, APSACS XI and TI NGO XI will take part. All the matches would be played at NERIST ground, Nirjuli. The tournament would be inaugurated by the Director of Health Services.

 In the evening a variety musical show of skit play, drama, dance and songs to generate awareness on HIV/AIDS would be organized to mark the day. Thanwang Wangham, Parliamentary Secretary, Arunachal Pradesh will inaugurate programme.

 

ABSU to launch indefinite dharna

ITANAGAR, Aug 11: All Bogong Students’ Union (ABSU) has temporarily suspended its proposed 36-hr Pasighat bandh call on August 13. However, Bogong Banggo Kebang (BBK), the apex body of the union will be launching an indefinite dharna in place of the bandh call from August 13 at Gandhi Chowk of Pasighat town. The decision was taken after a marathon discussion with its apex body BBK in a meeting here today, ABSU said in a release.

ABSU had earlier given a 24-hr Pasighat bandh on August 9 in protest against transfer of East Siang Deputy Commissioner Onit Panyang.

ABSU has been demanding the Government for cancellation of the transfer of the DC to continue the eviction drive against Govt land encroachers in Pasighat town.

The union is also alleging political interference in the transfer of the DC and raised questioned that on what ground the DC has been transferred out in the midst of the eviction drive?

CRPF donates books under Civic Action programme

ITANAGAR, Aug 11: The 138th Bn of CRPF, Itanagar has handed over 210 important books to the district library and information officer, Ziro in an impressive function held at Lower Subansiri district DC’s conference hall on August 10.

Addressing the gathering on the occasion, the commandant, 138th Bn CRPF, Bupendra Kumar briefly explained about the importance of organizing such civic action programme to improve the civil-police relation.

DC Nila Mohanan in her address lauded the civic action programme organized by the CRPF to strengthen relation between the police and civil administration in Lower Subansiri district. She also highlighted the importance of library for the present as well as coming generation for improvement of their knowledge and ideas.

 Among others, ADC D K Das, other administrative and police officers besides officers and official from district library took part in the Civic Action programme.
